There’s a similar statement in a book called “True Believer” by Eric Hoffer, where it is argued that the most passionate of any movement are the easiest to convert to be equally passionate supporters of the opposite side.
In this context, it is a character remarking on another within the context of the story Arundhati is weaving.
It is almost as though both individuals are touching on a truth regarding these people who yell and scream the loudest: that the screaming is the point. The movement is only the excuse.
